Human Rights Policy
Jul 2026
Edelon builds decision software for public institutions and for defense. That choice obliges it to state in writing which uses it does not support, how it assesses them before contracting and what it does when a legitimate client requests something illegitimate. This document sets out enforceable commitments, not aspirations.
Reference framework
Edelon takes as its reference the UN Guiding Principles on Business and Human Rights and the International Bill of Human Rights. Adherence to a framework does not replace the obligation to comply with the applicable law in each jurisdiction where the software is deployed, which prevails where it is stricter.
Uses Edelon does not support
Edelon does not develop, configure or provide support for deployments whose stated or foreseeable purpose is:
- Indiscriminate surveillance of the population without individualized suspicion or judicial oversight.
- Persecution of people because of their ethnic origin, religion, sexual orientation, political affiliation, or journalistic, trade union or rights-defense activity.
- Social scoring of citizens or automated restriction of rights based on profiling.
- Selection or execution of lethal actions without a competent human decision in the loop.
- Concealment, alteration or destruction of evidence about decisions taken.
These exclusions are incorporated into the contract. They do not depend on the goodwill of the vendor or on the later interpretation of a generic clause.
Due diligence before contracting
Before an institutional deployment, Edelon assesses the stated purpose, the legal basis that supports it, the competent authority that orders it, the affected populations, and the oversight and redress mechanisms available in that jurisdiction.
When the identified risk cannot be mitigated through technical limits, contractual obligations or verifiable oversight, the right answer is not to contract. That refusal is a business decision accepted in advance.
Limits that live in the system
A commitment that exists only in a document depends on who reads it. Edelon carries its limits into the design: authority declared per operation, purpose bound to the permission, bounded scope and duration, evidence of what happened and human decision on consequential actions.
The reasoning behind these limits is developed in the series Architecture of Limits, which also states what is designed and what remains undemonstrated.
Reporting channel
Anyone—an employee, a client, a member of an institution or an affected third party—may report a use allegedly contrary to this policy by writing to the address given at the foot of this document.
Reports may be submitted anonymously. Edelon does not retaliate against anyone who reports in good faith, and that protection extends to the personnel of client institutions.
Consequences and termination
Where use outside the limits of this policy is substantiated, Edelon may restrict functionality, suspend the service or terminate the contractual relationship, depending on the severity and on the client's willingness to correct it. Termination is carried out while preserving the evidence that the client's legal obligations require it to retain.
Status of this policy
Edelon is an early-stage company with no published institutional deployments. Accordingly, this policy is a precommitment: it sets the standard by which the company agrees to be judged before there are contracts that invite relaxing it. It does not describe a record of decisions, and this document will not claim otherwise while no such record exists.
